The Outreach Program for Soccer, better known as TOPSoccer, is a community based training and team placement program for players over 4 years of age, who have a mental or physical disability. Organized by youth soccer association volunteers, this unique program enables these special athletes to play at levels consistent with their skills, not necessarily their age.

Referee clinics will be presented in areas of the Association:
o North – NKSC/BIYSC/JCSC Sponsor (June)
o South – BSC/NMYSC/SKSC Sponsor (July)
o Central – TSC/CKSC/WSFC Sponsor (August)
o An additional clinic may be presented in Sequim prior to Dungeness Cup
o Possibly a clinic prior to the Island Cup
